As lawmakers consider potential changes to tax policy that could impact nonprofits, new polling data reveals that the American public strongly supports protecting the nonprofit sector and recognizes its crucial role in addressing community needs.

According to recent research from Independent Sector, an overwhelming majority of voters believe nonprofits are essential to community well-being and oppose imposing additional taxes on these organizations.

Strong Public Support for Nonprofits

The polling data presents a clear picture of public sentiment toward the nonprofit sector:

  • 81% of voters believe charities and nonprofits fulfill critical needs that government either cannot or should not oversee
  • 63% of voters oppose imposing additional taxes on nonprofits and charities to fund other tax legislation
  • 81% trust nonprofits to engage in policy work that cuts through political gridlock and serve their communities in a nonpartisan way

“This is a pivotal moment to take stock of how much Americans value nonprofits—especially as the tax-exempt sector faces unprecedented threats from policymakers and think tanks,” said Steve Caldeira, President and CEO of the Household & Commercial Products Association and co-chair of the Community Impact Coalition.

Caldeira emphasized that as Congress considers raising revenue by potentially revoking tax-exempt status, “it must recognize what the public already understands and appreciates: nonprofits strengthen communities by providing essential services where government and for-profit businesses cannot or will not.”

Growing Concerns Over Tax Proposals

The poll comes at a critical time as Washington policymakers and influencers evaluate various revenue-generating strategies for 2025. Some proposals under consideration target tax-exempt organizations and the status of 501(c) nonprofits, raising concerns that new taxes could significantly weaken the sector’s ability to serve communities nationwide.

The nonprofit sector represents a substantial economic force. According to the Bureau of Labor Statistics (2022), 501(c)(3) organizations alone account for 12.8 million jobs—representing 9.9% of private sector employment. Additionally, associations directly support more than 1 million jobs across the country.

The Role of Nonprofit Policy Engagement

One noteworthy finding from the poll is that voters recognize the importance of nonprofits engaging in policy work. This engagement is seen as strengthening their effectiveness while reducing unnecessary government interference.

The Community Impact Coalition, which advocates for policies that strengthen and protect the nonprofit sector, is urging lawmakers, business leaders, and the public to recognize nonprofits’ invaluable contributions and reject proposals that would undermine their ability to serve communities.

The Coalition’s work spans support for organizations involved in diverse areas including disaster relief, education, healthcare, and other essential services. It is supported by a wide range of trade associations, charities, and professional societies committed to preserving the sector’s ability to address critical community needs.

The Community Impact Coalition advocates for policies that strengthen and protect the nonprofit sector. Their mission is to ensure that nonprofits can continue their vital work in communities across all fifty states.
